The MEDIA programme makes a distinction between countries with high (5), medium (9) or low (21) audiovisual production capacity. This panel will highlight major issues for low audiovisual capacity countries surrounding talent development, coproduction and the distribution of short films. What kind of visibility can filmmakers expect? How can producers support their new projects? How is the development of the short film industry taken into account at the MEDIA support level? What are the stakes of being a minority co-producer? How can the distribution of quality short films best be handled? Industry experts will share their feedback and vision to strengthen the value of the short film industry in this particular context.
